I downloaded Gear Manager Assistant and it fixed everything... Sucks I had to pay 4.99 for it but in the end was worth it just install and hit download will automatically download all apk files needed for gear

I copied it to my SD card and then double clicked on it to install.

I just got the gear 2 neo and have a Note 4 running 5.1.1. S voice is not connecting and I can't locate tell someone voice apk mentioned previously in the post. Any ideas about what can fix this? I tried clearing the cache and sat in the s voice app. In the gear app on my phone, I can't even open the settings button for the s voice app. Please help!

Download an install the svoiceprovider.apk that I posted in a previous post.

Hi do you still have the apk, I have the same issue. It used to work on my old note 4 but have just had it replaced and it does not work on this phone.

GUYS I FOUND THE SOLUTION
I was about to factory reset my Gear 2, so i backed it up via app. I wanted to see what the app backed up so I restored it, and it backed up everything, BUT I opened S voice, and viola! So just backup and restore your Gear (no reset required). Hope this helps (for anyone still out there)
