different appearance in operating systems

Can someone explain this to me? Saw a note 4 at best buy running 4.4.4 and it's operatingsystem looked RADICALLY different than my note 3 also running 4.4.4? I really like this "new" look and just want to know what's the difference. Thanks for any assistance!!

Welcome to AC
Samsung has lots of differences across their recent flagships and OS versions. They'll (hopefully) all match up once they're upgraded to Lollipop, but for now, only the S5 and Note 4 have it (as far as their main flagships are concerned.) The S4 and Note 3 do not.

It does look a lot nicer than the old TouchWiz. And from what I've seen in "leaks," their Lollipop UI looks very similar to it
