Disable "Do Not Disturb" from the volume down key

I keep my ringer off most of the time but I sometimes accidentally hit the volume down key which causes it to go into do not disturb mode. Anyway to turn that function off? BTW, I'm on the 8.1 beta and not sure if this was the same behavior on 8.0.
