DM Initialization??? Not allowing update...

I click on my Software Update in my Settings menu and a small box pops up that says:

DM Initialization is not ready. Check Network or SIM card.



What does this mean and how do I fix it? I searched for the word Initialization on this forum and didn't find anything relating to this prob.
