Do 4G networks show fewer bars than 3G?

Do 4G networks show fewer bars than 3G

I just bought a Droid Turbo 2 and i get only like 1-3 bars where as before with a convoy flip phone i used to have 4 and 5 bars. The weather here has been really bad with rain and overcast. But the store people tell me 4G will show fewer bars than 3G. But I should get just as good or better performance .. is this true
