do not disturb exceptions for VIP contacts NOT working

I use "do not disturb" 24/7 on my S8, otherwise I get a marketing call or text notification about every 7 seconds (more often during sex, meals, and important calls!!) So I have about 12 people on my "VIP" list and I've ALWAYS received rings and text dings from those 12 people, but not over the past 6 months or so. So basically "do not disturb" means "do not disturb". No notifications from ANYONE about ANYTHING by ANY APP.

All settings seem good, but I literally have to check my phone now every 1 minute or so to be sure I haven't missed anything important.
