Downloads not showing in notification panel after download has complete

When I download something it doesn't stay and show in the notification panel up top like on all my other phones. Say I download and app, or file of some sorts, once it finishes it downloads somewhere on my phone, but it doesn't stay in the notification panel for me to open it or swipe it off.

If it's a file or picture in some cases, it's very annoying trying to find it in internal or SD memory. My N8 has seemed to do this since day one and not sure why.

Anyone know why this happens on my N8 but not the N5, N7, or HTC One M8 I've owned ?

Those phones anything I downloaded it would finish and sit there in the notification panel where I could open it directly, and not have to fish through phone/SD storage.
 
Got to settings-app manager-3 dots in upper right-select show system apps-scroll to download manager and make sure notifications are turned on.

I tried that, notifications was already on. Then I had seen the third option down and I turned that on too, it stated to display notifications at the top of the notification panel. I then downloaded an app and nothing had shown up top once the app downloaded. It successfully downloaded but no mention of it in the notification panel, I just don't get.
 
Any other ideas I can try ?

Usually from my experience droid phones out of the box show completed downloads on the notification bar up top. I didn't mess around with any settings that would change anything.
 
Have you tried to clear the cache of the Download manager app? Also, force stop the app and then try to download something to test. You can also try wiping the cache partition of your phone as follows:

Back up data on the internal memory. I've never lost any data from this process, but just in case, back up important stuff.

Turn off the device.

Press and hold the Volume Up key and the Bixby key, then press and hold the Power key.

When the Android logo displays, release all keys ('Installing system update' will show for about 30 - 60 seconds before showing no command for a few seconds followed by the Android system recovery menu options).

Press the Volume down key several times to highlight 'wipe cache partition'.

Press Power button to select.

Press the Volume down key until 'yes' is highlighted and press the Power button.

When the wipe cache partition is complete, “Reboot system now” will be highlighted.

Press the Power key to restart the device.


If these options don't work, the only other thing I can think of is that another app has taken over as the default downloader, preventing the main one from doing it. To fix that if it's the cause, go to settings-app manager-three dots in upper right and tap on "reset app preferences". BUT, this is a global setting and will reset all app defaults and preferences.
 
If you're downloading from chrome go to settings> apps> chrome> notifications> downloads on

If it's a general download from any app, 3 dots in the apps section and go to download manager
