Even though I have no apps open when I press Clear Memory tells me 16 apps closed, why?

Even tho no apps open when I press "Clear Memory" tells me 16 apps closed

Then, seconds later when I press "Clear Memory" again it will tell me 6 apps closed and the next time in a few seconds, it will tell me it has closed 22 apps. What's going on? How can it be closing apps when there are none open?
I have an Samsung Galaxy Mini S3 and would really appreciate your expertise help on this.
