The way Android is designed, you don't need to kill apps. They are supposed to "run" in the background. They run as a "snapshot" so the system can bring them back to you in the same state that you left them in. Actually after Froyo was released the task killer apps don't actually work anymore. If you do need to actually stop an application from running the proper way is going through your menu > settings > applications > manage applications > then select the app you want and press for force stop. Hope this helped.

Its called itching thumb, and its free in the market it can be used as a home launcher or a task manager
