Galaxy note 8 isn't displaying recovery mode menu

My phone wouldn't start and after taking it to a phone repair place they said they couldn't fix it and told me they pressed the volume up key, bixby button, and power button to enter into recovery mode. They then got the no command screen and held the power button while pressing the volume up but the buttons were not responsive and it stayed on the no command screen. It's been about 1 hr since then and my phone just started displaying the following:

Is there anyway to fix this or is my phone just messed up for good?

It just started flashing back and forth from the blue android "installing system update" screen to black screen with coding at the bottom, it's flashing to quickly for me to see what it says though.
How do I get to download mode?

Okay I looked it up and I have the download mode up right now but my phone doesn't respond when I press the volume up button to continue.
