I, too, got the dreaded "Didn't purchase within the promotional period" email back after submitting four separate copies of the receipt - one for each family member that got an S8/+.
I wondered how that was going to work when I sent it, since the receipt made no mention of the fact that I'd pre-ordered the phones on April 1st.
On the failure notice email, I found it particularly amusing that they said I'd only have this one last time to try to get it right. So, I created four complete nine-page PDFs that have a custom cover-sheet with IMEI, Wi-Fi MAC Address, phone number, Best Buy order number and then attached the entire collection of pre-order form scans, confirmation emails, order pick-up emails, close-up photos of the boxes the phones came in, scans of the pick-labels on the phone boxes that showed Best Buy's order number on them and, lastly, the receipt again. I uploaded each for the four phone accounts on Samsung's site and we'll see what happens now.
They can now tie all the numbers together and see that the phones were plainly ordered during the promotional period.
If that doesn't get me at least a couple of headsets JUST FOR THE EFFORT, I'll be disappointed.
