On the play store, right before you purchase an app you'll see your balance appear.

It is for every Nexus 7 sold from now until Google says the promotion is no longer available.

I've got the same problem. I've tried 3 factory resets but still no luck. Could this be because I am using it in the eurozone where it hasn't been released yet?
