Google Assistant from locked device

So I have an LG G5 unlocked edition running Android 7.0, and my dad has an LG Stylo 3 for Tracfone also running Android 7.0. With my phone, I can activate Google Assistant while it's locked and screen is off, I believe that's standard operation. However, my dad's phone does nothing when saying "Ok Google" while the screen is off, and when the screen is on and locked, activating the assistant makes the two-tone ding sound but only displays the PIN/password entry lockscreen, can't see the popup assistant window.

I've compared the Google Assistant settings between our phones and everything appears to be exactly the same. I suspect Tracfone or LG may have disabled Assistant activation from a locked or off screen. Can anyone tell me why the Tracfone Stylo 3 is behaving differently? Any input is greatly appreciated.
