The benefit to the consumer is covered by the opportunity cost portion of it - money not wasted on unnecessary upgrades - that can be better invested in putting more time, aka money, into improving other features that provide better bang for the bunk to the user.
Going with 4gb ram doesn't mean that Google have more time including more features into the phone. Ram is a hardware part that Google would have ordered for the phones. Again you haven't explained what the benefit to the end user is with Google going with 4gb ram is. And if 6gb ram is unnecessary, then why not go with 2gb ram?
Ultimately, it's a cost saving measure for Google as other companies are able to provide more ram and better hardware specs for the same or cheaper pricing.

But that's an issue I'm getting - I am running into frequent app reloads due to 4gb ram and 6gb would reduce the number of them. The user experience would be improved by going to 6gb ram. It's affecting performance.
Not just me saying it - MKBHD a popular YouTuber and has also run into this issue. He even got a second Pixel 2 XL and it is also experiencing the same issues, as well as an Android Police editor.
That's my issue with it. Ultimately it's Google's phone they make the calls on what they want don't want, but I don't have to like or agree with it and seeing people do backflips to justify it is pretty amusing.
