Grainy screen: Is it hardware, software or network?

This may have been asked before, but I can't get my search to work on here with my xoom. On my full screen HD (I think) videos from sites like ABC, the picture is very blocky/grainy. Almost like when the lcd TV sharpness level is too high.

What is causing this? Can it be fixed with an update?
 
Might be network, I would try over wifi and see if that makes a difference. If there is no difference, could be the resolution of the video on the site.
 
I only have wifi, and my connection is 10-12mb consistently. So maybe it is the video. Does anyone else notice what I'm talking about?

I have the same issue with the search on this forum on google chrome. I click on search and then when I tap on the box to type something in it closes the box. Haven't really cared enough to try to fix it.
 
Search on this website seems to work just fine from my XOOM.

What's the URL of the grainy video you're trying to watch?
