As Jessica stated that's the LG recovery so that is giong to be the main thing keeping you from flashing roms.
To see if the phone itself is rooted (regardless of recovery), you could do one of two things.
1) Connect the phone to your computer in USB debugging and run an adb shell
2) Install a terminal emulator and open it
when your shell or emulator loads it will show you one of two prompts; either '$' or '#'. '$' is a standard bash or non-root prompt, if you see this try typing in su and hitting enter, if it gives you a # you have root, otherwise it will give you a fail.
If you in fact determine you do not have root, I would recommend checking out
Gingersnap
If you determine you do have root you will want to proceed to install custom recovery, you can try the link included by Jessica, or you may also want to check out the
sticky guide on recovery, roms, etc
Hope that helps get you on track if you have any issues with the above I'm off work today, feel free to hit me up on Gtalk if you need a little help, it's the same username.
