Help with sound settings.

Please help, this is driving me crazy. Why does the notifications sound trump all other sound settings on the phone? I have a couple of contacts that I have set specific text tones for however those sounds never sound when they text me. Instead I get the default tone that is set in the notifications setting.

I know/hope I am over looking something obvious. Any help is greatly appreciated.

i am having the same problem with my second Galaxy S4. I think the agent at US Cellular might think I'm crazy. I like to have different sounds for certain people and when I have it set up that way, I get NO notifications at all, not even alarm clock sounds. Help!!
