How do I disable Google Wifi scanning?

My Samsung S8 just updated to Android 9 Pie and a notification tells me that WiFi scanning is on no matter what, whether I have WiFi turned on or not. Is there any way to disable this? It's total BS.

I don't know about your S8 but my Pixel 2 XL has a magnifying glass in the settings menu that when tapped initiates a search. In that search, I entered "scanning" and find that it's in the Security and location section, but from the search you can just tap the result and go right to it as well.
