How do I prioritise Wifi over data connections on my Galaxy Note 4

I have a new Samsung Galaxy Note 4 and a PAYG 500mb of data per month.

So I do not waste my data allowance, I want to ensure I am using Wifi whenever and wherever possible, but also be able to rely on data usage when out of range of Wifi.

I have both Wifi and data enabled, but how can I be sure the Wifi is being used in preference to data?

As far as I know, if you enable Wi-Fi on your android(Settings --> Wi-Fi --> Wi-Fi set to ON), it will always prioritize your Wi-Fi over mobile networking. If there is no Wi-Fi available or device is not able to connect to it(for example, the Wi-Fi network is secured and you have not filled in right credentials(password)), your android phone will automatically switch to mobile network.

Secured networks are indicated with a Lock icon. If your device finds a network that you connected to previously, it connects to it automatically(provided Wi-Fi is set to ON as explained above).

Switch to airplane mode. Turn on Wi-Fi. This shuts off 4G.

If you rarely make or receive phone calls, you are good. Most people text or instant message anyway. Maybe turn airplane mode off every hour to see if any one called.

If you need frequent calls, this won't be a good solution.

You may also set most apps settings to only connect over WiFi, but then if there is no WiFi connectable to your phone you will not have any connection when out of range of a WiFi network you phone can connect to.
What I do is use WiFi only in town and either/or setting when on the road our out in rural areas. But if you are far enough out in the back of beyond and your cell service is through a 3rd party you could not only use data but be charged for it.

Also in wifi advanced settings make sure Smart Network Switch is unchecked. This will keep mobile data from taking over when wifi signal is weak.
