How do you merge gmail contacts(personal contacts) with MS Outlook contacts (work contacts) on the Note 7?

How about export your Outlook contacts to csv and then import to Google contacts using web browser on pc and then all your contacts will be in Google?

If your contacts are on Google then you just sign into your Google account on the new phone
