How to shoot videos in 24 FPS?

I'm really surprised that on the Galaxy series we don't have the option to choose 24 FPS for that cinematic feel. Is there a way to do this?

Even the built in editor doesn't have the option to change the FPS.

I know you can use other tools but the one that I used to use which is InShot degrades the quality big time when you edit a video

Open your Samsung camera app, select video, select Settings, select Pro Video Size, in the drop-down menu select 24fps as pictured.

great, that works, but I was hoping I can do this for the Portrait Video, there is no option for that.
