i have the samsung galaxy tab s 10.5 sm-t800 and when i got it off someone they must have installed twrp or something like that. i was looking through it and was trying to delete the app but i deleted my whole system os it started to keep rebooting then it stopped and only shows the charge symbol when its charging

You will need to download a tool called Odin from Samsung.

Download the proper firmware region, use Odin to flash it. That will refresh the OS to the most recent official released firmware for your device.

Samsung Odin the most commonly used flash tool available which is leaked by the Samsung Inc for the fortunate of all the Samsung smartphones and tablet device users all around the world. odin is lightweight also a widely used flash tool by the Samsung users. If you wish to flash the firmware using Odin you need to turn your device into download mode or the Odin mode. This tool is only compatible with the windows platform but using Heimdall alternatively can use with Linux or Mac OS.

Samsung Odin Highlighted Features
Flash Stock Firmware: Allow to flash stock firmware on your valuable handset.Useful in situations where issues related to the crash, boot loop or any issue
Flash Custom firmware: Allow flashing custom firmware stands for replacing content aiming modifications in the firmware.
Flash recovery and Kernels: Allow to flash a custom recovery such as TWRP as well as kernels. But you must have Odin flashable custom kernel (.tar) and compatible with your Android device.

Flash Official Stock ROM Via Odin- Step Guide
Download and install driver software on your PC. Visit the Samsung official website to find the relevant software.
Next step is to download and extract official Stock ROM firmware. Extract the downloaded file. Normally Odin tool uses.tar, .bin or .tar.md5 file formats
Download Odin and extract it on your PC. Once extract right click on it and run as Administrator.
Boot your mobile into Download mode.

Power off your mobile
Press and hold Volume Down key, Home Key and Power Key altogether. When the device starts to vibrate release Power key while keep holding the Volume Down key and Home key.
Then press volume UP key to transfer into download mode.

Then connect your mobile into PC.
Click on AP or the PDA in order to add the firmware file you already extracted and then click on the start button.
Do not interrupt your device while flashing process is ongoing. Once it is done flashing you will see a big green box saying "RESET" or "PASSED" (this depends on the version of Odin is used).
Finally, you can reboot and remove/unplug your device.
