I get the message google play will not run

I have a Droid Turbo which updated the Google play this morning. My phone will not operate now. It keeps freezing up, shutting down and then rebooting for about 30 secs and then starts all over again. Each time it comes up the first message is Google play won't run unless

Welcome to Android Central! What's the exact error message you see? What Google Play component updated? Usually, if Google Play Store or Google Play Services updates, it's automatic and in the background, so the user typically isn't aware of it.
