is my HTC M8 really s-off and carrier Locked? Can't change the CID

I received an HTC m8 supposedly unlocked, s-off and rooted with a custom ROM lollipop 5.1.
Well now that I have the phone I guess is not unlocked, doesn't pass the black network locked screen when i turn on the phone it takes half and hour to pass the white boot htc screen. When I enter to the fastboot screen and it says:

How do I know if the phone is S-off? I want to carrier unlocked the phone, what can I do?
