Minimum brightness level

I've noticed when I set my screen brightness to the minimum from the system settings, some other utility apps like AVG and Android Assistant show it's only at 11% brightness. If I turn those down to zero, it really makes the screen dark, but it doesn't stay. When I back out of the setting, it doesn't save if it's below that 11% (it does save if above that, though). Is there a way to get the phone to hold that extra low setting?

Right now I use a screen filter app that's like virtual window tint. It works well, but discolors the screen a little. I often use the phone in low light situations where even the factory minimum brightness is too bright, and would love to do this strictly via backlight.
 
I'm using an app called "brightness level disc" that puts a toggle widget on your screen. It seems to work well for me.

Tried it, but the same results. When I drop brightness too to 0% in the app, it reverts back to 11% when I click ok to close it.
 
That's odd, it doesn't do that on mine.
