Missing Mobile Hotspot feature?

I have a Cricket branded HTC Desire 510, but I've long since taken it off their network. I'm actually using in Mexico on TelCel. I'm rooted, running Android 4.4.2 and HTC Sense 6.0.

The problem is that the Mobile Hotspot feature is missing from the OS. (I guess this was a Cricket thing?) What do I have to do to get that feature back?

I tried downloading 3rd party apps (Like Fox-Fi), but none of them worked.
 
Only if you flash a ROM that has the feature baked in/ enabled it would work. Also, not sure about this particular phone, but if the specs don't support Mobile Hotspot, it's just not gonna work (slim chances of that happening with devices these days, but a possibility).
 
Before I go to the trouble of flashing, is there a way to check whether or not it's hardware capable? I only worry because the 3rd party apps all failed as well.
 
Should be fairly simple. Just look up the specific model number's specs and/or reviews and I'm sure that should be mentioned (especially if it's not capable).

I'm using NonSense beta 1.04 from XDA forums and it has hot-spot "baked in". You do have to make some changes to the build.prop but it will work as a hot-spot. Do a search on XDA.
