It's a system app. Google's generative AI search has this to say:
"Mobile Device Information Provider (MDPI) is a system service on Android devices that provides information about the device to other apps. It is pre-installed on most Android devices and cannot be uninstalled. MDPI collects information such as the device's model, manufacturer, serial number, and IMEI number. This information can be used by other apps to identify the device and to provide features and services that are specific to that device. For example, an app that provides support for a particular device model may use MDPI to determine whether the device is supported.
MDPI is considered to be a safe and essential system service. It is not known to collect any personal or sensitive information, and it does not have any known security vulnerabilities. However, some users may be concerned about the amount of information that MDPI collects. If you are concerned about privacy, you can disable MDPI by going to Settings > Apps > Show system apps > Mobile Device Information Provider > Force stop > Disable."
Does the Files app actually offer to uninstall it? That would be odd, since you can only disable it, not uninstall it.
