Moto One Power, Poor Performance, lagging, ram issues

[Android Central Question]

Phone is just couple days old, with latest Android Pie. Nova Installed. Phone is being too slow and unresponsive, lagging too much. There is touch delay response and apps aren't being kept in memory, isn't snappier at all. Ram usage is almost full, and "Moto App Launcher" is taking up lot of resources. Even though I am using Nova Launcher. Not more than 3 apps are kept in memory.
