Motorola battery percentage jumping around while charging from power bank? Is this a problem?

Why is my motorola battery percentage jumping around while charging toa power bank? Is there a min or maximum amo or volt my phone can charge to. Switched chords and power packs still same result

Welcome to Android Central! If it's a cheap or no-name power bank, then I'd say all bets are off. Does this ever happen when you're charging on a wall outlet?
