My galaxy s9 is already stuttering/declining in performace

You may have to go to the apps in the settings and look at them individually. Hit memory and see how much ram they are eating up. Something is eating up resources.

At this point idk if it's the phone itself or the lack of app optimization.

Still curious if you've tried booting your phone into safe mode and looking at your performance there. This is a significant data point, if your performance problem is fixed by disabling all the apps that you've added.

To boot your phone into safe mode, first press the "power" button until the usual three button "power off/restart/emergency mode" menu appears on the screen. Then long press the "power off" button until it turns into a "safe mode" button. Then tap the "safe mode" button, and your phone will boot into safe mode. You'll see that the apps that you installed are disabled, and the ones that came with your phone will still be available. Now you can run experiments in that controlled environment to see what's causing your problems.

For example, if the performance is still bad after doing a full factory reset and manually restoring your apps and settings, then that's a data point. If you then boot your phone into safe mode, and the performance is still bad after eliminating all the apps that you've installed, then I'd be looking for an RMA. If the performance is okay in safe mode, then you know that you're having a problem with an app or a combination of apps.

The idea is to change as little as possible at a time, to try to isolate the cause of your problems. I think that the way that I'd approach this at this point is to do a full factory reset, and look at the performance before adding any apps (essentially equivalent to safe mode). If the performance is okay, then add in apps one by one and look at the performance each time. Yes, it takes some time, but if you are careful and thorough, and change as little as possible after the factory default reset, you should reach a point where your performance is back to being poor, and that last thing that you did had something to do with it *smile*.

I wish you luck, but if you need an RMA, you need an RMA. But first you need to do what you can to eliminate other possibilities. Otherwise, when you get your RMA phone it'll end up in the same state.
 
Try downloading Lean Launcher, because honestly Samsung Experience in my opinion is quite laggy and has slow animations. After that, download Package Disabler Pro, It's a paid app but very much worth it, very worth it. You cana disable things like Bixby, or other things you don't use. After, try using a FHD Display option and not the WQDH high option. After that, on Developer Setting change animations from 1x to 0.5x on all 3. (To get there go to Settings -> About phone -> Software information -> Tap Build Number at least 5 times then it'll say you're a developer. Then in Developer settings scroll down where it shows animations) I know that won't do much at all but it helps on opening apps and stuff. Turn of NFC if it's on, and try to remove some apps because some apps do make that happen.

If none of those work at all and your phone is very laggy and slow, then it might just be a defective device or something. I have an S9+ and my older S8+ and both work perfectly fine.
 
Have you run a bench test for it? What score comes up? If your processor is bad, it will reveal itself doing so.
 
Well, sometimes it's difficult to give advice on what one cannot see and I cannot see your phone from here. I think the best thing to do is to go on down to the store where you bought the phone, replicate the issue to the tech there and see what they say.
 
I used to experience this issue on my S4 and then S5 but never on my S6, S7 Edge, S8+ or S9+. Very frustrating and I feel your pain. I was able to get the issue to stop on my S5 by doing a factory reset but I see that you tried that and it did not work for you. I can tell you that my S9+ runs buttery smooth, no lag or delays and chews up any task I give it.

I assume you're using the stock launcher? I've always used Nova but that's beside the point but you might try a different launcher to see if that helps.

I would think that you either have a defective device or that you more likely have a rogue app or some other conflict but nothing seems out of whack with your battery screen shots.
 
1. I tried lean launcher, and I hate it
2. For that app, it says that I'm not the "DeviceOwner", therefore rendering the app useless
3. My device has always been at fhd for battery life, and even at 720p, the performance is still the same
4. The animation thing barely works
5. What does NFc have to do with performance
6. A guy below me said that he has literally 300 apps on his phone and no lag what so ever
 
I realize I'm in the minority with my opinion, but I wanted to let you know you're not alone: The S9+ is my least favorite flagship I've bought. After 4 months, it got laggy as hell. I restarted it every 1-2 days. I used it often throughout the day, but I didn't have that many apps. I sold it and returned to my iPhone 8 Plus. Smooth as butter. (A lot of people love the S9+, so obviously, this is only my experience and my opinion.)

Yea, I was awaiting the s9 since November of last year. I was extremely disappointed for it to start lagging after only 5 days of usage. I'm planning on doing yet another factory reset in a few days

Are you rooted? You didn't mention that you were roaming and there isn't the roaming indicator present on your screenshot. How does resetting the phone affected if done while roaming? I thought a factory reset wasn't available while roaming. Is the app store the same with your overseas provider?
