Please note that the Netflix promotional offer (which was available in limited supply) has now ended. Customers who ordered their Chromecast prior to 5:31 PM PST on July 24, 2013 will receive a Netflix gift code via email within 5 days of their product's ship date.

250,000 codes? At $24 a pop ($8 x 3 months), that's only 2 million dollars at most...
That's pretty cheap, considering the amount of publicity and possible new subscribers it will generate.

I think where Google went wrong is with two major and concurrent mis-steps:
1. Offering three months when really one month probably would've enticed consumers enough (after all, the $35 price tag is very attractive in itself).
2. Opening up the offer to current subscribers too (like myself). They aren't generating any new revenue for Netflix that way because we already subscribe.
That's the Play Store for you. After the 2012 Nexus 7 pre-order debacle, I just expect Google to mis-launch hardware, and I don't think I have been disappointed yet.I know for sure they were still listing the promo (at minimum) several hours after that time. I fear there will be some folks who think they are getting a code and may not.
