Never stop volumn vibration

When turning down my notification volume, it goes past vibration and it turns off too.

How can I set it to always vibrate no matter how low I go?

Unfortunately there's no way to limit this. The volume rocker will go from volume, to vibration, and if pressed again, to silent mode. Same thing with the quick toggle on the notification area (volume - vibration - silence in a cycle).
