New Annual Upgrade offer from Verizon

So the upgrade at 50% is back! (http://www.verizon.com/news/article/2016/030/link.html)But does anybody know if that applies to phones purchased through Best Buy? The only qualification seems to be that you bought it on Verizon's payment plan, which is what I am on.

I would rather pay $200 for an iPhone every 13 months and keep the phone(can sell it for over 200 in a year) rather than $325 every 12 months AND have to trade in the phone.

You could do that before? I remember being able to upgrade after month 20 into a 2 year contract but not 13.
