New xl, Feb patch & 7.1.1?

Just got a brand new unlocked pixel XL (uk) yesterday, however it is still on February security and 7.1.1. System says up to date. Chatted with Google support but the guy sounded like he didn't even know different between security and os update and got an email saying it could take couple weeks but it's been months. I've just upgraded from Nexus 5x which was right up to date.

Anyone else have this problem?

From Canada and on fido network. We had this issue. The quick easy solution was to put in a sim card from another carrier. Updates popped up a few minutes later.
