Nexus 4 CM10.1 Bootloop without onboard backup

Like I said. I have an N4, rooted, unlocked, TWRP, CM10.1

I did the camera bitrate mod. When I rebooted the device it got stuck in a bootloop. My nandroid backup is on my PC, NOT my N4. WIth UDB debugging off, my computer cannot detect my N4 so I cannot get my backup onboard. I used the Nexus 4 Toolkit 1.6.8. The ADB device is not being detected.

How do I get to a functional part of the phone to at least used USB debugging so I can use the restore feature. Factory reset, I don't care, I just want a working phone... Thanks

I used the [Flash Stock + Unroot] button and the program was able to install factory images to the device.
