The top portion widgets are UCCW. Theme is from BRKotucs from XDA BRKotucs [UCCW] [Theming, Widgets, Skins and More][Updated on 02/03/2013] - xda-developers

It's likely he is running a custom ROM with options to hide the navbar. Typically you can swipe up from the bottom of the screen or use some other gesture shortcut in order to bring up the nav buttons.

That's right i'm on AOKP ROM it has an optioon to remove navbar and i use LMT Launcher for my back, home and recents buttons.
