Nexus 7 (2012) stuck in "no command" bootloop

OK, I fixed mine without losing any data by following the instructions below,

I actually had to do the whole procedure twice for some reason but then I rebooted right into 4.3.
 
I want to share how I fixed my "no command" bootloop.
I had a rooted nexus 7 2012 wifi with android 4.3 (JWR66Y) and when I decided to install the OTA update I got stuck on the no command bootloop.

I used the Google Nexus 7 TOOLKIT (SkipSoft Android ToolKit). You can find out more on xda: [Google Nexus 7 TOOLKIT V5.0.0] Drivers, Backup, Unlock, Root, Recovery, Flash + MORE - xda-developers

1.Download & install it
2.Select your device & choose the correct android build you are running
3.Select "Download, Extract + Flash Google Factory Stock Rom"
4.Select to download the google factory image or choose an existing image that you have. I downloaded the 4.4.0 (KRT160) build
5.Boot into Fastboot mode (turn tablet off, keep holding the volume up & volume down buttons and press the Power button, connect to PC via usb)
6.Choose to flash the google stock image you downloaded & when prompted say "NO" to erasing your internal storage data.

When it is finished your nexus will boot into Android 4.4 KitKat with all your apps+data intact

I downloaded the toolkit, but when it starts it tells me to choose device and android version. My device is an unlocked, not rooted 32GB 2012 nexus 7, running android 4.3
But the only options are these (no option for 4.3)

I tried the solution posted by peste386 with my Nexus 7 2013 wifi (and the 4.4 factory image, if that matters) but unfortunately I stupidly pressed Control-C while it was sending system.img to the device. I turned it off, but now I can't reboot it with Power+Volume Down. Is there any help available, or is my Nexus 7 a $200 paperweight?
 
Was able to get back to 4.3 but anytime I try to install the OTA it errors out with:

"/system/app/Chrome.apk" has unexpected contents."

I've uninstalled Chrome back to factory and even erased and reflashed the system.img from 4.3 still with no luck. :-(
 
flash stock recovery before updating
I am having the exact same problem as all of the above. Thank you for posting this solution. I will fire up my time machine and send this instruction to my past self before attempting to install this OTA update that bricked my Nexus 7. I'll let you all know how it goes.
 
same thing happened to me. like exact thing happened!!!!!
Thought I'd give you guys an update on what I did so you don't attempt it. I rebooted the devices Power + Volume down and got into fastboot. From there, I used the volume rockers to select recovery and pressed the power button. You then get rebooted into recovery mode ( Android guy with ! ). I tried a few times to figure out the exact button combination that got me the menu, but I wasn't able to. Regardless, I (randomly) pressed the hardware buttons and a menu popped up with a couple different choices. I tried to clear cache, no change. I also tried wipe data/factory reset, no change.

I can't use ADB because I didn't have USB debugging enabled, but fastboot commands do work. I tried sideloading, update and flashall and still no change.

I am on an unrooted, locked Nexus 4. If you guys have any other ideas, please chime in.

EDIT: To clarify, I have a 2012 wifi so used JWR66Y factory image and then used ADB sideload to install the kitkat zip update which I found on this page. link

I was in the same situation and ran into that issue as well. What I did was download the 4.3 factory image from here: https://developers.google.com/androi...s/images?hl=vi

Make sure you get the correct one for your device. I have a 2013 wifi so I chose: Android 4.3 (JSS15R)

Inside that downloaded file, you'll find image-razor-jss15r.zip. It's a couple of levels down. Unzip the files from there to your SDK folder (should be boot.img, recovery.img, system.img, userdata.img, and cache.img).

Boot your Nexus 7 to the bootloader (volume down + power) and connect to your PC with USB cable. Do NOT go into Recovery mode yet.

From the command prompt, make sure you can see your device: fastboot devices

Then, run the following commands:

fastboot flash boot boot.img
fastboot flash recovery recovery.img
fastboot erase system
fastboot flash system system.img

At this point you have a clean install of 4.3 JSS15R.

Now go to Recovery mode and sideload the 4.4 OTA as you originally tried and it should work this time.

I followed these steps and was able to update to 4.4 without losing any data. YMMV

Thank you this worked. I download the 4.4 image and went straight to that. That flashed fine and saved me having to go through the extra upgrade step.

IT WORKED!!!!! YES!!!!!!

But the big question is how do I install 4.4.2? The OTA failed with the no command thing and I had to use your instructions to recover.
 
Could the OTA a issue be because it's rooted? I have not modified it other than unlock and root. Do I need to unroot before running the OTA?
 
Important:Plug Your Device In a Laptop/Desktop

Step 1: Power Off Your Device (Nexus 7)
Step 2: Power On Your Device While Holding The Two Buttons On The Volume Rocker
(This Will Take You To The BootLoader)
Step 3: Press The Volume Up Intil You Find The One That Says: Recovery Mode
Step 4: Then Press And Hold The Power Button And Volume Up Button Intil You See "No Command"
Step 5: Press And Hold The Power Button And Volume Up Button Again
(This Will Take You To The Recover Menu)

I have installed custom roms for many years and I have always been able to absorb problem.
I have a Nexus 7 which is rooted. Rom is 4.4 stock rom.
I do not really even know what I was trying to do today, but somehow I managed to shuffle the device. The device is running bootloop and the computer can not connect to it. I am now in the last six hours trying to fix a problem with a toolkit and the command line. I have read hundreds of pages of different forums and tried everything, but nothing helps.

Toolkit can not find either adb or fastboot drivers. Command line does not recognize the fastboot command or find the entire unit in any way.
The problems come from the fact that when I install the drivers for my computer, every new driver cancels each other out. For example, if I install the adb drivers, so fastboot does not work and vice versa. I get the device to the bootloader but I do not recovery mode.

Please help me, I refuse to give up. I'm going crazy.
