"Ok Google" detection not working - "Can't use the microphone."

Samsung Galaxy S7 Edge
Android 7.0
Google App v6.10.37.21

Google app > Settings > Voice > '"Ok Google" detection' > 'From any screen'

This brings up the "Search by voice from any screen" setup wizard.

As soon as I tap "Get started", I see a message stating: "Can't use the microphone. Restart your device."

Restarting does not help.

This also happened in Android 6.x, before I upgraded to Android 7.0.

Any ideas?

You can review my thread at http://forums.androidcentral.com/moto-z-force/754462-ok-google-microphone-issue.html, although it concerns the same issue, but with a different phone: Moto Z Force (Android 7). None of the suggestions in that thread resolved the issue. After several conversations with Verizon and Motorola support, I did a factory reset, which did fix the issue. I haven't tried to re-activate the Moto voice option, as I'm concerned that it may hose OK Google.
