Out of the 16GB internal memory, how much is available to the user?

I plan on buying an Optimus G from At&t on a two year contract. On the specs sheet for the Optimus G on the memory section is says "upto 16GB internal memory storage". What do they mean by "upto"? Does that mean that I might receive an 8GB version? Check out the cropped screenshot below from their website attached.
Also, assuming my Optimus G will have a 16GB internal memory, how much of that is available to the user? I plan on storing all of my media on my MicroSD card and leaving the internal memory for apps alone. So how much space do I get to store my apps?

This site says the AT&T version has 16GB internal with 11.3 GB available to the user.
