paid apps in app store - item cannot be installed

I've got a droid phone and can an buy apps in the play store (phone App or web) but on my nexus 7 with the same gmail account and wallet account (with valid credit card) no paid apps are shown. If I do a Google search for an app I can find them I.e. nexus media importer but the app store (which shows that I have a phone and nexus) displays a 'this item cannot be installed on your device' under my nexus.

Phoned Google twice, no joy from them. Any ideas ? UK based devices and account.

Yes I have the same problem here in the UK as well so will be keeping an eye on this thread for an answer,good luck
