Phone started turning off Wi-Fi when it sleeps

My Nexus 5X started turning off Wi-Fi when it sleeps in early September.

Since I have it forward texts to my computer this shuts down that functionality. Also, every time I start using it it wants to catch up on all the things it missed downloading.

I played with the Wi-Fi on sleep setting and restarting the phone but it still only turns on Wi-Fi when I wake the phone.

Any idea how to fix this?

Any power-saving modes turned on, or 3rd party power-saving apps installed?
 
I don't think I changed anything, and I don't have any power-saving apps. I've looked through the settings. I could turn off power optimization for Android System now, but I've never played with that before.
 
It persists in safe mode.

I have "WiFi Connection Manager" installed, but the problem persisted when I uninstalled it. That app did seem to make the WiFi connection flash on and off after I reinstalled it till I changed one of its settings.
 
If it's happening in Safe Mode, then something could be wrong with the firmware. Have you already tried a cache partition wipe, or a factory reset?
 
I went into Settings/Storage and deleted cached data. Is that what you mean by "cache partition wipe?" It didn't help.

No, I haven't tried a factory reset yet.

Check your advanced WiFi settings and make sure it is set to always on, never sleep.
