I'm not sure how else to describe this issue. I will phone somebody, and if I accidentally swipe the keypad away, there's no way to get it back. If I tap the phone symbol again (as if I were to make a call), it opens up the keypad but not the call I'm currently on. The buttons don't interact with the call, and there is no way to hang up unless I turn my phone off or the other person does vshare.

How do I fix this? I have a Samsung Galaxy Note9

Welcome to Android Central! If you're currently on a call, it should show up in the notification panel. When you accidentally dismiss the keypad or Phone app, try swiping down the notification panel and see if there's a notification for an ongoing call. If so, tap that, and it should open back up.
