Pixel 1 Navigation bar unchanged on Android 9?

The navigation bar on other phones is almost gone on Pie and consists of a hash mark as the home button and a barely visible back button. However on the Pixel XL, it's the same navigation bar with 3 buttons. Why?

Because changing to the new navigation is an option on the Pixel and Pixel 2 devices.

Settings > System > Gestures Enable the swipe up on home button gesture.
