There's financing available so that you can make monthly payments. Subsidizing, getting the phone at a lower cost isn't guaranteed though.
As best as I can remember, Google had financing for the Pixel directly from their store for unlocked purchases as well as for use with Project Fi.
If you finance through Verizon, you'll have to be a Verizon customer to use their Device Payment Plan.
If you finance through Best Buy, you'll have two financing options: (1) through a Best Buy credit card or (2) if you're a Verizon customer, through Verizon's Device Payment Plan.
If history is any indication, Best Buy will only carry the Verizon model which will probably be the same except for the locked bootloader - which means nothing to regular customers.
