Pop up on galaxy s9 wont go away

[Android Central Question]

A pop up that wont go away. Transferred from my old s6. I've done everything every forum suggested. Mailwear scan. I've turned off the allow over lay settings on all apps that allow it.
Suggestions other than factory reset cause itll come back when I data transfer again.

What does the pop up say or show? Is it on the screen, on the notification bar, over any app or just the home screen? Does it pop up when you do a specific action? A screenshot would be helpful...
