Repetitive notification about turning on background data...

....for Google Play Services. I keep getting that notification. Except that background data is already turned on.

Any ideas why I keep getting it if it's already turned on? The notification gives me the option to quit or to go read this link. https://support.google.com/googleplay/answer/1663315?hl=en

Which I did go to and read. And my background data is already on.
