I too was going to ask if OP tried Safe Mode as an option. Doesn't make sense that this is happening. Hope this gets sorted out for you soon, OP!

It's like your computer when you it uses just the default apps that came with the phone to see if a 3rd party app is causing this

eBay, PayPal, Gmail, Bank of America and several others. No notifications until I unlock the phone.
Funny how Aquamail will give me instant notifications for Gmail but the actual Gmail app won't.

In Gmail app settings when you open it choose high priority. For the others make sure by tapping info look at permissions, battery can run in background a that stuff, pay close attention to each because it can get overlook

Have you considered a painful factory reset?
