Samsung Galaxy Active 2 voice to text not hearing voice

[Android Central Question]

When I press the microphone button to send/reply to a text using text to speech, it says "speak now" like usual and acts like its listening but doesnt pick up anything, just sits there waiting. Finally it says it needs a network connection but my phone is connected to data and they're bluetooth connected. Not connected to wifi at work but never have been and it's been working for the past several months. Tried updating, rebooting the device, and resetting the "send voice recordings a messages" setting. Started being very slow transcribing speech yesterday and completely stopped today.
