Samsung S4 I9505 Wi-fi wont turn on.

My Samsung S4 I9505 cant turn its Wi-Fi on. The Wi-Fi button stays grey. I've tried everything - lots of factory resets, flashed different rom(boot loop), changed battery, turned Wi-Fi power saving off and so on. Is this a hardware problem or software problem ?

Flash it with the same or newer stock firmware version of your phone using Odin.
After the flash go ahead and factory reset the phone.

If that doesn't fix the gray Wi-Fi button then it's a hardware issue.
