SD card is too slow for internal memory even at speed class 3

[AC Question]

I'm trying to format a Toshiba 32GB UHS Speed Class 3, Class 10 mirco SD as internal memory on my HTC desire 530 (Android Ver 6.0.1).

However I get the error: SD Card Too Slow
"This SD card is too slow to use as internal storage.
To format an SD card as internal storage, try using a Speed Class 3 SD card."

The card formats as internal on my friends HTC M81 (Android ver 6).
Is there a work around or fix for this? I have tried restarting the phone, formatting the SD card, removing the SD card.

Welcome to Android Central! The card might be counterfeit. Try running SD Insight.

SD insight says its a Toshiba model SA32G, plus it was purchased from officeworks which you would hope aren't getting counterfeits in.

Hmm, I'm not sure why that's happening. Are you able to try a different class 3 card?

It may be worth bringing the card back to Officeworks and asking for an exchange or refund.
